WebCity Social has a good view. It's not as high as other places, but don't let that put you off - views from the Shard are impressive, but everything looks tiny. City Social gives a lovely angle of view, and better for photos in my opinion. The restaurant is expensive, but the bar has a food menu which is still nice and a good deal cheaper.
