Delete one of those forts or block the strait and you won't have that problem. This is also why you don't build forts with overlapping ZOC. In any event, that's my quick guess. A lot of it has to do with the tile they enter the forts zone of control, the territory they own or occupy around it. And the access they have through other nations.
